Salaries and allowances increase for police and security personnel at the Ministry of Interior

President His Highness Sheikh Khalifa bin Zayed Al Nahyan has issued a federal decree, increasing salaries and allowances for police and security personnel at the Ministry of Interior.

According to the decree, the personnel will receive the increase on basic salary retroactively from January 2008 salary.

In a statement made to Abu Dhabi TV today, Interior Minister Lt. General HH Sheikh Saif bin Zayed Al Nahyan thanked Sheikh Khalifa for his continuous support to the personnel of the Interior Ministry.

Major general Nasser Salem Al Khuraibani Al Nuaimi, Director of the Interior Minister's Office, said the increase reflect the leadership's keenness to provide decent and prosperous living standards of the ministry's personnel and their families. WAM

24-hour hotline to report crimes

A new telephone service, named ‘Aman’ (security) has recently been introduced by the Abu Dhabi Police to help encourage nationals and residents report all crimes, according to a senior officer.

The service, which can be reached on toll free number 8002626, is available in three languages —Arabic, English and Urdu. While calls are automatically received, security details are registered. A team of experts, who can efficiently handle all reports in the said languages, is available round the clock, stated Col Dr Said Al Alawi, a consultant in the office of the Police Operations Directorate General.

Privacy is strictly observed and the personal information of the caller shall never be disclosed to any body. The initiative is aimed to curb crimes, and help nationals and residents be more cooperative in fighting crimes, Al Alawi said.

Meanwhile, Lt Col, Khalfan Said Al Nuaimi, Acting Director of the Operations Department, said that the Operations Room in Abu Dhabi received some 1,900,000 telephone calls last year. These included around 328,665 reports. Source

AD Police to try Alternative punishments for minor offences

In an effort to modernise the policing methodology, the Abu Dhabi Police is considering implementation of Alternative Punishments for minor offences.

As per directives from Interior minister HH Lt.General Sheikh Saif bin Zayed Al Nahyan, a committee has been formed to study the implementation of the project. A Police delegation headed by Lt. Col. Saif Obeid Al Khuyayli will leave this week on a multi nation tour to study the community policing existing in various countries.

The Tour will cover US, Canada, Britain, Netherlands, Japan, Australia and Singapore.

Alternative punishments vary from country to country, ranging from an effort to rehabilitate the offender to a decision to hold the offender accountable or to recompense the victim. WAM

"Advanced police for modern city"

The General Headquarters of Abu Dhabi Police will hold a press conference Tuesday morning at police officers' club to announce full details of their strategic plan of 2008- 2012, which will be launched under the theme: "Advanced police for modern city".

A presentation on values, visions and message adopted by Abu Dhabi police to achieve their outlined priorities and objectives that made the city one of most secure cities in the world, will be included in the press conference programme.

Nasser Lekharebani Al Nuaimi, director general of UAE Interior Minister office said that "Abu Dhabi police are keen to launch an extensive introductory campaign in different languages to educate public about details of the strategic plan 2008- 2012, which will be adopted by Abu Dhabi police in next period".

He added that the strategic plan " is the brainchild of Interior Minister HH Lieutenant General Sheikh Saif bin Zayed Al Nahyan. Group of police officers and experts from different specialisations took part as well", adding that the strategic plan is a fundamental axis of Abu Dhabi government's political agenda. WAM

Mobilisation of all resources

Abu Dhabi police has swung into action immediately after the horrific accident, which took place on Abu Dhabi-Dubai Highway, Lieutenant General Saif Abdullah Al Shaffar, Undersecretary of the ministry of interior told Khaleej Times.
Lieutenant General Shaikh Saif bin Zayed Al Nahyan, Minister of interior had ordered mobilizing of all resources, personnel, ambulance vans and civil defense equipment, to rescue the injuried people and rushed them to the nearby hospitals, he said. Lt. General Shaffar said Lt. General Shaikh Saif also called for using the well-equipped helicopters when the heavy fog began to gradually fade away.

The ghastly accident took place due to over speed and drivers unaware of the bad weather, and the heavy fog which enveloped the place when the incident took place, he noted.

The speed on the Abu Dhabi-Dubai highway is 140 kilometre/hour, and motorists should abide by that limit under normal weather conditions, but not to drive at such a speed when it is foggy, and this exactly what those who were involved in the accident did, he said.

The majority of the drivers who were apparently caused the accident were speeding, and driving without paying attention or driving carefully, he said without naming or identifying them.

The ministry of interior is intensifying its efforts to reach the Arab and foreign expatriates, who are unaware of traffic rules to educate them on how to drive in foggy, rainy weather and other bad climatic conditions, he said . He said Police would beef up its education campaigns through print, audio-visual media with multi-languages of foreign communities in the country, he noted.

We would also work to interact with contracting companies and other establishments to raise the sense of awareness of their drivers on traffic rules, he said.

The accident had revealed that many of the said categories lack the sense of traffic rules, he disclosed.

Succinctly, he said, we are in need of facilities to spread awareness among motorists, and without them, our efforts and the government will not be strongly felt regarding the improvement of roads and their related services. On the plan of constructing an alternative road to avoid the traffic disruption on the road linking the capital and Dubai as a result of similar accidents, he said there are already alternative roads the policemen had ordered the motorists to use so the vehicular traffic could flow smoothly.

In America and other advanced countries accidents brought traffic to standstill, and this what happened here yesterday (Tuesday), but under such circumstances our main job was to rescue the people and rush the injured to hospitals as well as putting out the fires to ensure the public safety on these roads, he added. New system to detect substances through X-rays in Abu Dhabi

Abu Dhabi Police has entered into a unique research partnership with Identification Beams Systems Company (IBS), developer of the fourth generation of Sentinel system for handbags inspection and screening at security gates.

The system is the most sophisticated in the world in detecting dangerous and hazardous substances through x-rays.

According to Colonel Mohammed Al Kamali, Director of Privatisation and Financial Investment, the partnership falls in line with the directives of Minister of Interior Lt-Gen. Shaikh Saif bin Zayed Al Nahyan for beefing up security measures and plugging loopholes for any possible attempts of smuggling or infiltration into the country. Source

AD Police fully equipped with machinery to counter pollution

Abu Dhabi Police will not spare any effort to protect the environment and keep it clean from the spread of any hazardous material, according to a senior official at the Police directorate.

Director General of Central operations at the Abu Dhabi Police Brigadier Ahmed Nasser Al Reesi said that under the directives of Minister of Interior Lt.General HH Sheikh Saif bin Zayed Al Nahyan, the AD Police is always prepared to deal with accidents which may cause the spread of hazardous material damaging the environment. The professionalism and technical expertise AD Police have obtained are strong enough to face any such situations, Al Reesi added.

Meanwhile, Director of Emergency and Public Safety at the AD Police Brigadier Khalid Abdul Latif Al Dousiri said that the machinery AD Police owns in the field of environmental protection is the first of its kind in the entire Middle East region. These equipments are capable of containing any hazardous fallouts caused by leakage of chemicals, poisonous gas and inflammable liquids which may cause damage to the environment.

Chief of the technical rescue and fast intervention department at the AD Police, Lt.Col.Mohammed Abdullah Al Nuaimi said that the fleet of vehicles equipped with the specialised machinery is always on alert in Abu Dhabi and Al Ain, and a number of similar vehicles will be dispatched soon to the western region. Call for law on protection of children’s rights urged

The Abu Dhabi Police have urged the need for a federal law on the protection of children’s rights in the country.

A study carried out by the capital’s law-enforcement authorities said it was necessary to enact a comprehensive law that incorporates all the provisions currently being enforced as part of a number of local and federal government laws.

The law should also be based on international norms and conventions, including the Convention on Children’s Rights, keeping in mind the nature of the UAE society, the study said.

The research carried out by First Lieutenant Basheer Saleh Al Belaisi from the Researches and Studies Centre of the Abu Dhabi Police called for early detection of cases where children were abused.

This should be done in cooperation and coordination with police stations and social workers in schools keeping in view the fact that the issue of protection and counselling the traumatised children was important.

The study titled The Role of Police in the Protection of Children from Violence and Abuse urged the police departments to improve training and conduct dedicated courses for the officers involved in investigations.

The trainees will, accordingly, absorb the approaches and measures to be adopted in giving psychological support to the young victims of violence and abuse during the preliminary stages of investigation and collection of evidences, the study said.

The study underlined the support of programmes and activities conducted by the Abu Dhabi Police’s Social Support Centre and Dubai Police’s Human Rights Care Department for the victims of violence and crime, in general, and children, in particular.

The research report also called on institutions dealing with cases of child abuse to forge efforts in laying down programmes on protection of children .

These institutions, the study pointed out, are the police, the judiciary, the Ministry of Education, the information departments, the media, forensic labs and social welfare departments.

The programmes should focus on safeguarding children against abuse and creating a sense of awareness about the consequences of child abuse, the study suggested.

It also called for introducing the role of the substitute family or creating shelters for children who have been victims of abuse and for whom it was difficult to return to the homes of their parents, who are deemed incompetent of looking after the welfare of their own offsprings. Source
